'Downers' found after inspection can't be processed: USDA
Agriculture Secretary Tom Vilsack announced a final rule to amend federal
meat-inspection regulations to require a
complete ban on the slaughter of cattle
that become non-ambulatory disabled
after passing initial inspection by
Food Safety and
Inspection Service
inspection program personnel.
The final rule
amends the federal meat-inspecVilsack

to require all cattle that are non-ambulatory disabled (downer) cattle at
any time prior to slaughter at an official establishment, including those
that become non-ambulatory disabled
after passing ante-mortem inspection,
be condemned and properly disposed
of according to FSIS regulations.
In addition, the final rule requires
plant personnel to notify inspectionprogram personnel when cattle become non-ambulatory disabled after
passing the ante-mortem, or preslaughter, inspection.
Under the final rule, cattle that become non-ambulatory disabled from
an acute injury after ante-mortem inspection will no longer be eligible to
proceed to slaughter as "U.S. Suspects."
FSIS inspectors will now tag these cattle
as "U.S. Condemned" and prohibit them
from proceeding to slaughter. Discontinuing the case-by-case disposition of
cattle that become non-ambulatory after ante-mortem inspection will eliminate the time FSIS veterinarians spend
conducting additional inspections on

Non-ambulatory cattle now must be
humanely euthanized.
FSIS published the final rule, "Prohibition of the Use of Specified Risk
Materials for Human Food and Requirements for the Disposition of Non-Ambulatory Disabled Cattle; Prohibition
of the Use of Certain Stunning Devices Used To Immobilize Cattle During
Slaughter" (the SRM final rule) on July
13, 2007. The SRM final rule allowed a
case-by-case re-inspection of cattle that
became non-ambulatory disabled after ante-mortem inspection to address
the rare situations in which an animal
that is deemed by FSIS as fit for human
food at ante-mortem inspection subsequently suffers an acute injury.
Tyson finalizes
Lakeside sale with
XL Foods
Tyson Foods Inc. completed the sale of
its Lakeside operations in Canada to XL
Foods Inc. The transfer of ownership
took effect on March 14.
The US$80.1 million sale of Lakeside includes US$43.8 million in cash,
which was paid March 13. The remaining US$39.4 million, plus interest, will
be paid over a five-year period following the deal's closing. XL also purchased
cattle, feed, fertilizer and packaging
inventories as part of the transaction.
Based in Brooks, Alberta, Lakeside is
a diversified agribusiness involved in
cattle feeding, slaughtering processing,
retail fertilizer production and farming.
It has been part of Tyson Foods since
2001, when Tyson bought IBP inc.
Lakeside currently employs 2,300
people. The beef operation has the
capacity to slaughter and process
4,700 cattle per day. The commodityboxed beef produced by the plant is
primarily sold to customers in Canada and the U.S.
