the discovery of the single B.S.E. cow.
"I guarantee I will not rest until
Japan reopens its border to American
beef products. And I know we will
be successful in these efforts because
I know our beef is safe," he says.
Johanns bases his opinion on the enhanced surveillance program that has
tested more than 380,000 cattle in
the highest-risk population, including
non-ambulatory downed cattle, as well
as animals that show danger signs, like
a central nervous system disorder.
A.M.I.'s Boyle is encouraged by what
Johanns can do to restore trade, especially because he has enlisted the help
of many influential Washington players.
"A tremendous compliment to him is
that he's convinced fellow cabinet officers, like Secretary of State Condoleezza Rice, and our new trade officer
Rob Portman (U.S. trade representative)
to get involved in helping to restore the
beef trade that suffered as a result of
the B.S.E. situation," Boyle said. "So
he's taken solving this crisis beyond
the Dept. of Agriculture and into top
priorities in our country." The A.M.I.
executive recalled Johanns' visit earlier
this year to a Hyrum, Utah, packing
plant that had to lay off 66 workers and
process 20 percent less cattle because
of the border closure, preventing Canadian cattle from coming to the plant for
slaughter and processing.
Canadian conundrum
Johanns says the United States is
working hard to reopen its border to
cattle trade with Canada. "The scientific approach the Bush Administration is taking with the minimal risk
rule for Canada is no different than
what we should expect from markets
for our beef exports," Johanns says.
"Some people are looking at keeping
the Canadian border closed, but unfortunately, all they see are economic
benefits which are only short-term.
They don't see the long-term harm to
this industry from doing that. It will
destroy this industry."
He notes that a U.S.D.A. team has
confirmed Canada is complying with

the feed ban, which is the same as the
American ban. Opening the border
would conform to OIE guidelines,
which already allows the trading of
boneless beef from animals under
30 months of age, and allows trade
of meat from older animals, as long
as ruminant feed bans are in place.
Canadian beef is safe, he says. And if
the border remains closed, American
producers and processors will be hurt.
"To not reopen the border would hurt
American producers and processors, as
well as the Canadians," he adds.
Because the American and Canadian beef producing and processing
industries need to work together to
be successful, Johanns organized a
roundtable symposium in Minneapolis
this past month to discuss the safety of
North American beef and how the industry is changing as a result of B.S.E.
Experts from U.S.D.A., producers,
packers, and landgrant
university
officials discussed
the economics of
the beef industry
and what is needed
to help American
beef producers and
processors
succeed.
Johanns told a
story of an American producer who
was forced to ship
cattle to Nebraska,
Colorado
and
other places much
further than Canada for processing.
With the additional
cost of shipping he has to pay to those
points, he can't make a profit.
"I'm sure that Secretary Johanns
is very frustrated about the failure to
allow the import of younger animals
from Canada. The failure to allow this
rule to be implemented on March 7 is
not based on science, and he knows
that," Boyle says.
The meat processing industry solidly
supports U.S.D.A. efforts to stop the

injunction against the rule allowing
expanded trade in beef and cattle with
Canada. What does he foresee as the
outcome of the R-CALF case? What
is U.S.D.A.'s justification for allowing
this expansion to take place?
"I'm very confident that we'll prevail," Johanns says. "The science supports the rule. Eighty-five percent of
the work on the rule took place before
I got here. It's scientifically based, no
risk, the animals are under 30 months
of age.
"And those who claim by stopping
this rule that they're helping the little
guy are wrong. They're destroying the
little guy," Johanns continues. "Momand-pop processors are really hurt,
because they can't compete against
the big companies. The ban isn't good
for big firms either, but they'll survive.
The little guys won't.
"Because of the high price of replacement cattle, a
guy came up to me
at a forum in Kansas. He said he's
getting $85-$90
on fed cattle, just
to break even.
So what happens when this
situation corrects
itself? The small
operators won't
survive."
Both
Boyle and Mucklow agree that
Secretary Johanns
is a quick learner,
and that he is taking a great leadership role by doing
everything he can to get the beef trade
issue with Canada, Japan, Korea and
other countries resolved.
"What worries me is the industry
restructuring," Johanns says. "We're
restricting our industry, while at the
same time the Canadian industry is
growing. If you put more processing in
Canada, and the Canadian government
is supporting it by putting money into
it, where does that leave you?"
