Australia trade officials appeal court's decision to ban pork imports
This past month, Australian trade officials appealed the Full Federal Court's
ruling, which would have terminated
pork imports from the
United States, Denmark
and Canada. The appeal
was based on the belief
that the court's decision was flawed based
on the results of a pork Import Risk
Analysis. The I.R.A. concluded that
pork imports from these nations could
expose Australian pigs to Post Weaning Multisystemic Wasting Syndrome,
a disease that threatens young pigs.
Government officials say the risk management reasoning was 'unreasonable,'
and the subsequent policy determination that adopted the
I.R.A. conditions was
a matter that should not
have been reviewed by
the court. The government is pushing for the
appeal to be heard by the full court as
soon as possible.
Pork has been imported into Australia for 14 years. Prior to the revised
import conditions released in May
2004, Canada and Denmark were the
Japanese processor offers to pay Canadian
companies for 100 percent testing for B.S.E.
In an effort to get Canadian beef back into the market, Itoham Foods, Inc.,
one of Japan's largest meat processing companies, is offering to pay Canadian processors for the cost of testing every cow processed and shipped to
Japan for bovine spongiform encephalopathy.
Japan closed its border to Canadian beef in May 2003, when the first
case of B.S.E. in a Canadian-born cow was confirmed. Before allowing
trade with Canada to resume, Japan trade officials requested that all export
cows be tested for the condition. Japan made the same request of U.S. processors, after a case of B.S.E. was discovered in December 2003. Similar
to the United States, Canada refused to test 100 percent of its cattle, arguing that it was not scientifically necessary.
The Canadian government's position is that testing should be done for
scientific reasons and not market access. The Canada Beef Export Federation supports individual animal testing, if that's what customers require.
"One processor in Canada has actually applied for permission to undertake B.S.E. testing for market access, for the purpose of selling to Japan,
including selling to Itoham," said Ted Haney, C.B.E.F.'s president. "Other
processors, for concern about relative cost and the potential for negative
effect on consumer confidence in Canada, have not been receptive to this
kind of offer." Itoham can't pay for the testing without the approval of both
the Canadian and Japanese governments. Itoham made a similar offer to
test U.S. cattle earlier this year but was turned down.
Austria discovers second B.S.E. case
Within days of the United States announcing its second case of bovine spongiform encephalopathy, health officials in Austria announced the discovery of a
second case of B.S.E. in that country. The infected animal was an 11-year old cow,
born and raised on a small mountain farm in Vorarlberg province, near the German border. Austria's first case of B.S.E. was discovered in late 2001, and since
then, the country was regarded as a B.S.E.-free country. The cause of the most
recent case is still being investigated.

Pork from the United States qualified
under these revised import conditions,
and U.S. product began entering the
country in the final quarter of 2004.
The Australian government has said
existing import permits for pork into
Australia remain valid. Meanwhile,
members of Australian Pork Limited
continue pressing for stopping pork
imports and is threatening further
legal action.
Danish Crown selling
domestic slaughter facility
Danish Crown, Europe's largest meat
processor, has approved the sale of
another slaughterhouse in its domestic
market as it continues to focus on its
processing business and international
growth. This past month, the company
approved the sale of a pig slaughterhouse in Denmark to a buyer who
plans to transform the property into
a residential development. The sale is
part of a restructuring plan announced
by Danish Crown five years ago, which
targets growing the company's processing operations and expanding its
international market share.
Similar to the concentration seen in
the U.S. meat processing industry, the
pork industry in northern Europe has
become increasingly concentrated in recent years as large players use their buying power economies to lower costs.
During its previous fiscal year, Danish
Crown acquired Flagship Foods in the
U.K. and became a majority shareholder
in a Polish processing plant. It has also
bought a processing plant in Germany.
Earlier this year, the company sold another of its Danish pig slaughterhouses
to Meat Business Europe because of
regulatory requirements. In 2001, Danish Crown merged with Steff-Houlberg,
a Denmark-based foodservice company.
The Danish competition regulator approved the merger on the condition that
Danish Crown sold one of its existing
slaughterhouses.
