What are the benefits and drawbacks of a
national animal-identification system?

■ A national animal-ID
system puts us in the
position to respond to consumer needs more quickly.
It should be fairly easy for
the pork industry to comply
with, because all animals
shipped across state lines
already have to be tagged
or tattooed. The tattoos
may not always be legible,
which could be a drawback.
In concept, a national animal-ID system makes sense
and should be relatively
easy to implement.

■ Canada has already experienced the benefits of its
national ID system. Within
hours of the detection of
the single BSE case in
Northern Alberta, the system was able to begin
tracking the movements of
over 5,000 animals, who
were tracked continually
during the month-long
investigation. Tracking in
Canada is done by a combination of national ID numbers and commercial
records such as auction
market and private treaty
sales. The system was unable to trace the origins of
the affected cow because
that cow predated the
Canadian ID system. However, all of the trace outs
were successful and this
saved many cattle from being destroyed. As to drawbacks, we remain concerned about the rate of
tag loss with dangle-type
bar-coded tags, but the
CCIA Board of Directors has
decided to adopt Radio
Frequency Electronic tags
by Jan. 1, 2005.

■ The best thing about a
national animal-ID program
is that if an outbreak happens, it will allow authorities to track diseases better.
If there is an outbreak, I
want to know about it -
whether it's on my farm or
my neighbor's, or if it's 500
miles away. That way we
can do something about it
quickly. Our dairy has been
part of a pilot program for
three years, and another
benefit to us has been the
ability to better keep tabs
on our own animals as they
move from pen to pen and
to the heifer grower and
back. If our yellow management tag falls out of an
animal's ear, we still have a
way to identify her and
know where she is. The
only downside I can see is
the cost of the tags. It is another expense that many
producers don't feel they
need right now. But, in the
long run for the national
herd, it's worth it because I
want to be able to protect
myself and my industry if
something bad (diseasewise) were to happen.

■ As retailers, we must
know our customers and
do everything possible to
meet their needs and expectations. Food safety and
the quality of meats that
we provide play a big role
in meeting their expectations. A national animal-ID
system could give confidence to our industry. As
an example, an outbreak
of BSE in the United States
would be devastating.
With a national ID system
in place, it could isolate the
effects of such an outbreak
and, in turn, increase consumer confidence. Depending on the level of identity
will determine just what
type of effect there might
be. With every system or
program that is put into
place, like a national animal-ID system or countryof-origin labeling, there
will be a noticeable price
increase. Ultimately, the retail customer will be paying
more for meat selections
after this type of system is
implemented. Our customers will determine the
value of such programs. ■

is on the forefront,
backed by country-oforigin labeling, trade
regulations and the
threat of bioterrorism. It will provide
increased diseaseoutbreak control
and may increase
consumer confidence,
but who is going to
absorb the cost?
